The Service in the UK Condolences Back to Memorial/Tributes City Council of Kampala 14th August, 2000 The Family of the Late Charles Owor. The death of Charles Owor came to us as a great shock. Not long ago Charles had conducted a workshop with stakeholders on 13 pieces of legislation that he has been working on. Charles was coming to the end of this assignment when tragedy struck. We at Kampala city Council shall miss Charles Owor. Please accept our deep most condolences and sympathy at this difficult hour. May the Almighty God rest his soul in eternal peace.
